SRP auction set next week big names floated as bidders


INTERESTED bidders for the 9.7 hectares of prime land in the South Road Properties (SRP) will have to wait until next Tuesday.

One of the Rallos heirs asked for a postponement of yesterday’s auction to April 17 due to a business engagement in Danao City yesterday.

“There was a conflict in my schedule. I had to attend to something personal,” said Roy Rallos.
Roy is one of the grandchildren of Fr. Vicente Rallos and claimants of a P133 million money judgment against Cebu City for its expropriation of a family lot in barangay Sambag II in the early ’60s.

While names of major businessmen were floated, no one dropped an official bid during the pubilc auction at the Sheriff's Office at the Palace of Justice yesterday.

Roy said business owners like the Gaisanos and some Chinese traders were interested to bid but were advised not to pursue their plan on pain of legal action from the city government.

“If you are a businessman, you should not be afraid (to join the auction) because there is a court order,” he said for the sale of the 9.7 hectares.

The auction opened at 10 a.m. By 1:30 p.m., sheriff Eugenio Fuentes announced that Roy called him to ask for a postponement to April 17.

Since there were no bidders yesterday as well, the sheriff agreed.
“We couldn't do anything about it,” Fuentes said.

The Cebu city government has applied for a temporary restraining order (TRO) to stop the auction but none has been issued by the Court of Appeals. At least two people, who said they were the actual heirs of Fr. Rallos, were in the Sheriff’s Office to ask about the auction.

“We will oppose the auction. We are simply after the truth,” Marian Rallos told Cebu Daily News.
Marian said they have evidence to prove that Roy's relatives were just pretending to be the heirs of Fr. Rallos. She said her grandfather is the brother of Fr. Rallos while Roy's father Lamberto is the son of Fr. Rallos' helper.

 She said they already intervened in the case filed by Roy and 28 others against the Cebu city government. The court dismissed the petition filed by Marian's group of 71 claimants.

Marian showed a photocopy of a Certificate of Death showing that Fr. Rallos died on Oct.15, 1952, from congestive heart failure. The document described the priest’s status as “single.”

She said this meant that Fr. Rallos had no children. Marian said Roy's group forged the signature of Fr. Rallos to make it appear they were the priest’s heirs.

“We have the documents to prove our claims,” she said.
When sought for comment, Roy simply laughed.

“We have the same last name but if we will try to trace it, they (the other parties) are far from us,” he said.
Sherrif Fuentes said interested parties must submit their bids in sealed envelopes, which he will open after 2 p.m., the end of the auction period. The highest bidder wins. The minutes of the auction will be given to the winning bidder who has to pay the government commission to the cashier. A Certificate of Sale will be issued to the winning bidder who has to pay the amount and then inform the Register of Deeds.

The winning bidder cannot build anything on the lot within a year after the sale is brought to the attention of the Register of Deeds, a period of redemption.

Fuentes said the city government may redeem the SRP lot by paying the amount paid by the winning bidder and its interest.

For her part, Acting Cebu City Treasurer Ofelia Oliva said the SRP lot sale may drastically reduce this year's budget.

“But Filinvest assured that they will pay their amortization plus the 10 percent share of the city government as part of its joint venture with the city,” she said. /Reporter Ador Vincent Mayol and Correspondent Tweeny Malinao

Developer to put up another BPO building in Cebu City’s IT Park

The Asian i-Office Properties Inc. (AIO) is constructing a P1.4-billion building at the Asiatown IT Park in Lahug, Cebu City to provide more space for the growing business process outsourcing (BPO), IT and IT-enabled companies.

AIO launched eBloc 2 Tower, a 16-level office building located in the Phase 2 of IT Park. It sits on a 4,383-square- meter lot with a gross floor area of 34,762 square meters.

AIO is a partnership between the Cebu Property Ventures and Development Corp. (CPVDC) and Ayala Land Inc.’s (ALI) Corporate Business Group to address the continuing demand for office spaces.

The eBloc 2 Tower is a sequel to the eBloc Tower is another move of the company to address the demand of the growing BPO and IT industries.

”We will make sure that best practices will also be implemented here in Cebu,” Aquino said, as he noted ALI’s developments in Makati City and Bonifacio Global City in Luzon.

He said the 7.3 percent economic growth in the first quarter encouraged the firm.

”Of course we will take advantage of the momentum and take full advantage of the growing BOPO industry as it is one of the major growth drivers of the country’s gross domestic product,” Aquino said.

The eBloc 2 Tower, which is envisioned to become a premier location for BPO, IT and ITES business locators, has a gross leasable area of 26,543 square meters.

1. The Project:
Citta di Mare is a master-planned community spanning approximately 50 hectares at the newly reclaimed
South Road Properties of the Cebu City Government.

Citta di Mare, or “the City by the Sea”, captures the charms of resort living with its majestic views of Mactan’s coast and Cebu’s mountains. The development, bisected into 2 sections by the Cebu Coastal Road, will redefine waterfront and seaside resort living in the Visayas.

Il Corso, the 106,148sqm section directly fronting the sea will be developed into a waterfront lifestyle strip

The 390,484sqm section on the opposite side of the Coastal Road will be developed into a residential resort
town composed of themed residential communities anchored by the Piazza, an Italian-inspired common

2. Perfect Location:
South Road Properties (SRP), Cebu City The South Roads Properties (SRP) is a 300-hectare prime property development project on reclaimed land
located a few meters off the cost Cebu’s central business district. It is registered with the Philippine
Economic Zone Authority (PEZA) as a Special Economic Zone.

Its project cost of over 12Bn Yen was funded by the Japan Bank for International Coopreation (JBIC).

3. The Concept
The Nautilus (from Greek !”#$, ‘sailor’) has survived relatively unchanged for 450 million years and is one
of the only shells to survive from the Dinosaurs era.
Beauty and Renewal. The Nautilus shell, lined with mother-of-pearl, grows into increasingly larger chambers

He did all the marketing and processing of Pag-ibig Housing Applications, including the release of funds and the completion of the houses. So that from 1996 to year 2002, he was able to develop two (250) lots and constructed houses thereon for the Pag-ibig members/clients. With such experience behind, he put up and founded  “PSALM PROPERTY VENTURE AND DEVELOPMENT”, a sole proprietorship, under the name of AVELINO S. ALVENIZ. The firm undertook the following subdivision/housing development projects, to wit:

1. ROCKWELL I SUBDIVISION – on a 3,600 square meter, with 20 sub-lots for Pag-ibig house at Tayud, Consolacion, Cebu (completed and all titled delivered);
2. ROCKWELL II SUBDIVISION – on a 3,600 square meter, with 20 sub-lots available thru in-house financing at Tayud, Consolacion, Cebu (completed and all the titled delivered);
3. PSALM VILLE I SUBDIVISION – on a 8,000 square meter with 60 sub-lots available thru in-house financing at Tayud, Consolacion, Cebu (completed and all the titled delivered);
4. PSALM VILLE II SUBDIVISION – on a 3,000 square meter with 15 sub-lots available thru in-house financing at Tayud, Liloan, Cebu (completed and all the titled delivered);
5. ALTA TIERRA SUBDIVISION – on a 7,000 square meter, with 54 sub-lots available thru in-house financing at Calero, Liloan, Cebu (completed and all the titled delivered);
The above listed projects have been undertaken in a span of 3 years from year 2002 to part of 2005. With such increase, he decided to form a corporation under the name and style of “PSALM PROPERTY VENTURE AND DEVELOPMENT CORPORATION” in March 2005 and additional projects having been done to the present, as follows:

9. ROCKWELL III SUBDIVISION – on a 2,700 sqm, with 20 sub-lots purely for Pag-ibig assisted houses at Tayud, Consolacion, Cebu (completed and all the titled delivered.
10. JAMESVILLE SUBDIVISION – on a 1.7 hectare, with 70 sub-lots for Pag-ibig and installments assisted houses at Tayud, Liloan, Cebu (partially completed and on-going)
11. GRANTVILLE 2 SUBDIVISION – on a 5,425 sqm, with 34 sub-lots available thru in-house financing at Suba-Masulog, Basak, Lapu-Lapu City (completed but the title were partially delivered)
12. NECO HILLS SUBDIVISION – on a 7,489 sqm, with 43 sub-lots for Pag-ibig and installment assisted houses at Yati, Liloan, Cebu (completed and all the titled delivered)

With the foregoing projects, the firm has acquired some fixed assets, such as heavy equipment, i.e., Buldozers, Graders, Pisons, Dumptrucks, Rollers and similar other machineries through sale or lease, and some units of vehicles, and other necessary tools. It has employed a sizeable number of employees – field and office – and has acquired untarnished good name and goodwill. The members and officers of the corporation have attained skills and experience behind them and such that PSALM PROPERTY VENTURE AND DEVELOPMENT CORPORATION, if given more time and assistance could still be enhanced and become a notable enitity in the housing industry.

City Hall stops excavation for twin 50- storey condos

There was a loud crash past 1 p.m., then the second floor of the house tilted.
“My nephews thought there was an earthquake because the house moved,” said 29-year-old house renter Jonah Pacheco in Cebuano.

The two boys, an uncle and a teenage neighbor, were lucky to get out alive.
A meter away, a retention wall collapsed in the excavation site for a twin 50-story condominium project of Taft Property in barangay Cogon Ramos, Cebu City.
Eight other houses of light materials near the edge of the excavation pit also collapsed. No one was injured as most of the occupants were out at work.

The Office of the Building Official (OBO) under the Cebu City mayor’s office immediately issued a cease-and-desist order stopping excavation work until safety measures are in place and an investigation is made.

Cebu City Administrator Jose Marie Poblete said the order was issued against Taft Property Venture Development Corp. whose management promised to pay for the damaged houses. Poblete, who is a civil engineer and lawyer, said the “weight” and “strength” of the “retaining wall” may have been inadequate. The excavation, part of the foundation of the tower condominiums, appear deep enough to fit a three-story building at 30 meters tall and 15 meters wide.

Lawyer Vincent Tomaneng, Taft Property spokesman, said the company will undertake “corrective measures” and send experts to prevent further damage. He identified the contractor for the excavation work as ASDEC Corp., a Manila-based firm.

“We are doing everything we can. We will take care of the families affected. . . We will shoulder the necessary expenses,” said the lawyer.
“We conducted a soil test before we did the excavation.”

The twin condominium towers called Horizons 101 is designed to be the tallest commercial building in Cebu City when completed, even higher than the Crown Regency hotel a few blocks away.The concrete wall was a “slope protection structure.”

Cogon-Central Ramos barangay captain Omar Durano said 20 affected families in eight houses in the Dela Rama Compound near the excavation site were relocated to pension houses in Cebu City paid for by Taft Property. The houses were about one meter away from the excavation wall that crumbled. Sitio Sta. Teresita has about 1,500 residents and is the biggest sitio in the barangay, said Durano.

Other residents living within 15 meters from the excavation wall have to move out as a preventive measure, said Alvin Santillan, head of the Cebu City Disaster Risk Reduction Management Council.

A cordon was already set up around the site when Cebu Daily News visited.
“May’ gani naa ko sa gawas (Good thing I was outside the house.),” said Pacheco, who rents a two-story house beside the wall.

Pacheco said that she’s lived in the house in sitio Sta. Teresita for more than 20 years.
She was chatting with neighbors in a sari-sari store three meters from the house when the wall collapsed. Pacheco recalled hearing a loud crash.

Her elder brother Jade and her two visiting nephews aged 17 and 9 together with an 11-year-old neighbor were watching television in the bedroom on the second floor.
The boys quickly locked the bedroom door and hid under the table. Jade, 37, later led them out to safety.

“They panicked. I was worried because the appliances were left on. I told my brother to turn off the electric switch,” Pacheco said.

The house is still standing but appears tilted.

When the second floor slanted, Pacheco said her washing machine and gas stove were thrown down the pit. The house renter said she belatedly noticed cracks in their concrete floor last February, something she linked to the excavation work in sitio Teresita, which started August last year.

She said she didn’t immediately notice the cracks because the floor was covered with a carpet. Pacheco said the family complained to Taft Property about the cracks and the company repaired them. Excavation work at the site went on 24 hours a day, a noisy operation that would make her house shake, said Pacheco and several neighbors.

“Naanad nalang mi (We just got used to it),” Pacheco said.

Ayala Malls go green

AYALA Center Cebu campaigned for the Green Friday promo last March 9.
The official launching was held at the Ayala Terraces last March 30.

The launching event aspires to support Mother Earth by encouraging shoppers to use an eco bag every Friday.

Janice Parreño, marketing manager of Ayala Center Cebu, said that the campaign has two folds. The first part is for the mall to require their merchants to start using biodegradable plastics, or to avoid plastic bags completely. The second fold’s drive is geared towards the shoppers. “We want shoppers to start using their own recyclable or biodegradable bags every Friday.”
In line with this, participating shoppers will be entitled to one raffle coupon for a minimum P100 single-receipt purchase whenever they won’t use a plastic bag when shopping. Major prizes await winners: Avida House and Lot, and El Nido, Palawan Travel Packages. The promo will run until June 8, 2012.
“That’s an added incentive to really build the habit for shoppers. We want this initiative to start from us; we don’t want to wait to have it mandated by the government with the proposal of laws and ordinances that may take long to take effect,” Parreño added.
The launch partnered with Havaianas slippers. Ayala Malls also has committed to plant 100 trees for every 10,000 raffle coupons in partnership with the World Wildlife Fund.
“It takes a village to actually push people and educate them about this campaign, we want to involve as many people as possible to this campaign,” Parreño said.
Eco bags, which are handy, are sold at an affordable price (P50) and can be bought at the privilege desk of any of the Ayala Malls.

FLI Raising P11B from Bonds

MANILA, Philippines — Filinvest Land Inc. is planning to raise P11 billion from an issuance of fixed rate bonds which Philippine Rating Services Corporation (Phil Ratings) has assigned its highest PRS Aaa rating.
In a disclosure to the Philippine Stock Exchange, FLI said it intends to issue the bonds in two tranches. The first tranche, worth P7 billion, will be issued within the second quarter of 2012.
The second tranche worth P4 billion will be issued later in the year (third or fourth quarter of 2012). The bonds will have a term of seven (7) years. The bonds will be used to partially finance FLI’s capital expenditures for 2012 amounting to P15 billion.
Phil Ratings also maintained its PRS Aaa rating for FLI’s outstanding bond issue, composed of the P5 billion in fixed-rate bonds (P500 million bonds due in 2012 and P4.5 billion bonds due in 2014) and the P3 billion in fixed-rate bonds due in 2016.
The ratings assigned reflect the healthy growth of FLI’s real estate and leasing operations resulting in strong income generation; sound debt position and financial flexibility; FLI’s established brand name and diversified portfolio; and the relatively favorable economic and industry conditions.
In the near- to medium-term, forecast hikes in FLI’s real estate revenues will be derived from the expected continued strong performance of the affordable and middle-income segments.
Medium- and high-rise buildings and HRBs located in various areas in Metro Manila and at the South Road Properties (SRP) development in Cebu are likely to enjoy healthy sales take-up.
“Worth mentioning also is the expected significant growth in the company’s recurring rental income, coming from the completion of the expansion of the Festival Supermall, the retail project developments at SRP in Cebu and new office buildings,” Phil Ratings said.
Phil Ratings said the generally positive outlook for the real estate industry supports the growth forecasts of the company in the near-term to medium-term. Overseas Filipino remittances, which are projected to remain strong in 2012, bode well for real estate companies. (JAL)
